BADEN INCORPORATED AS A BOROUGH
The Borough of Baden was incorporated by an Act of Assembly approved April 1st, 1868. Section I of the Act provided: "That the village of Baden, in the county of Beaver, and the farm lands immediately adjoining thereto, included within the following boundaries, to-wit, beginning on the Ohio River at the northern line of Harmony Township, thence northeast by said township line to the eastern boundary line of the first, or river tracts, thence along the eastern line of said tracts to line of lands of D. Ehrman, thence by said Ehrman line southwest to the Ohio River and thence up said river to the place of beginning, be and the same are hereby incorporated into a borough to be styled of Baden."
The first Borough council meeting was held May 15th, 1868, and the minutes of this meeting are given as follows:
- "The Town Council of Baden Borough met May 15th, 1868.
- Present-Bergess David Anderson. Members-John Dippold, T. W. Fowler, A. T. Frosythe, R. C. Machesney and L. I. Berry.
- The oaths of office were duly administered by Berry and Anderson.
- The following officers were elected: President, L. I. Berry; Secretary, G. Y. Boal, and Treasurer, A. T. Forsythe.
- On motion of R. C. Machesney, C. Bental was elected Street commissioner and Collector of Taxes.
- On motion of R. C. Machesney, the secretary was authorized to purchase the necessary books and stationery required by Council.
- On motion of L. I. Berry, a Bond of five hundred ($500.00)dollars be required of the Treasurer and Collector of Taxes for the faithful performance of duties in office.
- On motion of R. C. Machesney, a committee of three be appointed to design a seal for the Borough. T. W. Fowler, John Dippold and R. C. Machesney were duly appointed that committee.
- On motion of R. C. Machesney a committee of three be appointed to draft Ordinances and By-Laws for the regulation of the Borough. R. C. Machesney, L. I. Berry and A. T. Forsythe were duly appointed that committee.
- On motion of T. W. Fowler, council adjourned, to meet at the call of the President.

The first ordinance drafted on June 4th, 1868, was that of levying a tax of five(5) mills on the dollar on the persons of citizens legally taxable and on the estates, real and personal within the bounds of the borough.
Other ordinances drafted June 13th, ordained that ten(10) hours should be considered a working day for those employed by the corporation. That the Street Commissioner should receive two ($2.00) dollars a day for his services, and that taxable citizens would be permitted to work out their taxes on the Borough Streets receiving an allowance of $1.50 per day, and all teams should receive $4.00 per day,
