In September, 1895, the Baden Cornet Band was given permission to use the East Room of the Council House, they to keep the room in order at their own expense. The first Board of Health was appointed March 1st, 1897. The Borough was divided into five districts and one member was appointed for each district. The appointees and districts are as follows: No. 1, Charles Hall; No. 2, J. H. Dippold; No. 3, R. M. Smith; No. 4, E. A. Miller; No. 5, G. Y. Boal The first machine for use in grading of roads, was purchased May 12th, 1897, at a cost of $200.00, and it was stored in Parker's barn at a monthly rental of 50 cents. An Ordinance for the widening and straightening of State Street, Baden Borough, from Phillips Street to the Ehman line was passed over the veto of the Burgess November 26th, 1898. This called for an increase in width to forty feet and was vigorously opposed by some of the citizens. This opposition held up work on State Street for a long time, as we find in May, 1901, Mr. J. K. Scott was appointed to act as an agent for the Borough of Baden in the matter of indemnity bonds to be tendered those property owners with whom the Council could not agree as to the amount of damages. August 16th, 1902, we find that a contract was let to the Beaver Valley Construction Company for the grading and laying of sewer pipe. In the year 1903 the Peoples Electric Street Railway applied for a right-of-way through the Borough, and Ordinance No. 16 was passed granting them that right-of-way, which was amended and changed several times. This line, however, did not materialize. The next application for a right-of-way through the Borough was from the North Rochester Street Railway. In July, 1905, an ordinance was passed which in the following months was amended and changed several times granting a franchise to the North Rochester Street Railway, but in October, 1905, we find a petition from a group of citizens protesting the granting of this franchise, as the North Rochester had no lines in operation, while the Pittsburgh Railways Company through some of its subsidiary companies had already built a line from Freedom through Conway and held a right-of-way to the north boundary line of the Borough. A subsidiary of this company the Ambridge & Baden Street Railway now applied for a right of way; quite an argument arose over the merits of these two companies among the citizens, as to which should be granted the franchise, first the North Rochester Company insisted on a sole right-of-way, but finally finding this would not be granted, offered to share equally the right of way with the Ambridge and Baden Company. Public meetings were held and arguments were heard in favor of both companies. Finally on March 5th, 1906, the Borough Council passed an Ordinance No. 19, granting a franchise to the Ambridge and Baden Street Railway, said company to grade, excavate and fill State Street to grades established by Council, lay a good foundation of crushed stone and pave with a good grade of vitri-
